OVERVIEW OF THE MASTER PLAN FOR GROWTH

   

Introduction

The City of Cassville has upheld a long history of planning practices. To build on the City’s community planning history Cassville is now drafting a Master Plan for Growth and Infrastructure Plan (referred to here as "the Project") in response to changing demographics and economic trends:

  • Promote housing development and choice,

  • Promote economic investment in business and industry,

  • Build citywide planning consensus and regional support,

  • Think "outside-the-box" about environmental engineering and downtown revitalization; and

  • Introduce cutting-edge best practices from the Smart Growth movement, such as connecting county seat cities with their regions.

Since regional cooperation adds value to local governments, and since Cassville acting alone cannot drive the economy, the Plan will guide the way for city growth in context of regional cooperation.

Phase 1— PLANNING ISSUES

1st Trip: March 31— April 1

 

Community Outreach/Project Kickoff

  • Key Person Interviews.

  • Final Scoping / Scheduling Meeting.

  • Project Coordination / Kickoff Workshop.

  • Staff and Stakeholder Review.

  • Phase 2— DEVELOPMENT PLANS / MARKET ANALYSES / COMMUNITY SURVEY

    May—June

     

    Continued Project Public Involvement

  • Neighborhood "Awareness Walk."

  • Meet with the PAC to review results of the Walks and prepare for the next trip.

  • Community Opinion Survey: discuss with staff the draft questions for the community survey.

  • Place 24 hour traffic counters and complete on-site traffic and street assessments.

  • Primary Plan Elements.

  • Land Use Plan and Infrastructure Management.

  • Downtown Plan Element.

  • Community Parks and Open Space Plan Element.

  • Transportation Plan Element.

  • Infrastructure Plan. A separate Infrastructure Plan to include conceptual engineering of top-priority infrastructure projects given the conceptual engineering reviews of water, wastewater, and stormwater systems, transportation needs, and code requirements for the major near-term projects.

  • Continued Phase 2 Public Involvement

  • Infrastructure Plan: multi-day site-visit .

  • Meet with the PAC: infrastructure assessment and issues session with the PAC.

  • Visual Preference Survey of Development Standards.

  • Community Opinion Survey: discuss draft of questions for the community opinion survey.

  • Economic Development Plan
    BWR will conduct a market analysis to identify the market potential for specific land uses:

  • Task 1: Study Area Market Analysis. A commercial and industrial market supply/demand analysis.

  • Task 2: Fiscal Impact of Alternative Development Scenarios.

  • Concluding Phase 2 Public Involvement

  • Infrastructure Plan Follow-up: findings to inform the Economic Development plan objectives.

  • PAC Meeting: review results of the infrastructure assessment and conduct issues session.

  • Visual Preference Survey Results. BWR will present conclusions from the Visual Preference Survey.

  • Community Opinion Survey Results: discuss returns to date of the community opinion survey.

  • Interactive Website
    Continuous public access to community planning information, upcoming events, meeting summaries, and opportunities for direct feedback.

    Phase 3— FINAL PLANS AND DEVELOPMENT STANDARDS

    July—September

    Scenario Planning
    Scenario Planning is a tool for imagining alternative futures: not "forecasting" the future, but logically evaluating trends and factors that will affect the community and future growth:

  • Identify known elements which impact the future.

  • Identify driving forces (can be also called trends) that will create the driving forces of the future.

  • Develop a critical uncertainty list and then rank in order the driving forces and uncertainty elements.

  • Construct plausible scenarios based on the matrix.

  • Phase 3 Public Involvement

  • Scenario Plan Session

  • Multi-day Interactive Planning Charrette: Breakout groups will focus on Infrastructure, Economic Development, and Quality of Life (including housing) issues.

  • "Did We Get it Right" work session: view the Charrette findings for feedback and follow through.

  • Financing Options
    BWR will present development finance options.

    Development Design Guideline Elements
    Design guidelines for the Cassville responsive to market analysis for the area:

  • Site Design,

  • Building Orientation and Siting,

  • Building Form, Proportion, and Scale,

  • Landscaping and Streetscaping, and

  • Transportation.

  • Phase 3 Concluding Public Involvement

  • Review community opinion survey (With PAC).

  • Plan Principles and Goals.

  • Development Plan and CIP: Present a full draft Economic Development / Infrastructure Plan.

  • Phase 4— PLAN CONSENSUS AND ADOPTION
    September—October

    The draft Development Master Plan for Growth and the Infrastructure Plan will be presented to the PAC and stakeholders, and then made available for public review and comment to build consensus for the plan.

    Development Guidelines
    Draft Development Guidelines for the City to help assure quality places.

    Implementation Plan
    Recommended action steps, responsibilities, and time frames to achieve the vision of the community:

  • Action Steps – the first steps to be taken to implement the Plan,

  • Implementation Responsibilities – Key groups and partnerships to carry out the Action Steps, and

  • Time Frames – A general phasing of actions over the timeframe the action is to occur.

  • These elements will be based on outcomes from public consensus in Phase 3 and the findings from all 4 phases of the Plan, and will be finalized for development actions in separate Plan Elements:

  • Transportation Plan Element

  • Commercial Development Plan Element

  • Residential Development Plan Element

  • Industrial/Business Park Development Plan Element

  • Parks and Recreation Development Plan Element

  • Downtown Development Plan Element

  • Public Service Plan Element

  • Public Facilities Infrastructure Plan Element

  • Fiscal Impact Plan Element

  • Two Artist Renderings of Development Perspectives

  • Phase 4 Public Involvement

  • Open House/Final Community Dialogue:

  • Joint Workshop: a joint Advisory Committee, Planning and Zoning Commission and Board of Aldermen planning workshop.

  • Follow up Joint Workshop: Finalize goals and objectives; prepare for the public hearing.

  • Plan Adoption

  • City Adoption: public hearing prior to adoption and discuss "next steps" in plan implementation.

  • Joint Work Session: a joint Advisory Committee, Planning and Zoning Commission and Board of Aldermen work session following adoption to set schedules for near-term implementation, including a Capital Improvement Program.

  • Key Plan Products:

  • Executive Summary for both Plans for local distribution and posting on the city website

  • Interactive Web Site continued maintenance

  • Communitywide Opinion Survey published as an Appendix to both Plans

  • Development Master Plan for Growth and Infrastructure Plan

  • Economic Development Market Analysis/Fiscal Impact of Alternative Development Scenarios

  • Financing Options

  • Development Guidelines as Appendix to the Plan

  • Two Artist Renderings of Growth Plan Vision
